FVAP Announces Leadership Changes

ALEXANDRIA, Va. - It is with great honor that FVAP announces the promotion of its Director, Matt Boehmer.  Effective January 1, 2017, Mr. Boehmer will depart FVAP to establish and lead the newly formed DoD Office of People Analytics developed under the Secretary of Defense's Force of The Future initiatives.

Secretary of Defense Carter launched the Office of People Analytics as a means to collect and interpret data to enable the Department of Defense to become a more flexible organization that attracts and retains the best military and civilian workforce.  David Beirne, FVAP's current Director of Voting Assistance, will serve as Acting Director of FVAP.

"It is bittersweet for me to leave FVAP as I have grown to love the business of elections and found myself in awe of the work and constant professionalism of the people involved at the federal, State and local levels.  I am confident this organization is in very good hands with David Beirne, who has an extensive background in election administration and voter education," FVAP Director Matt Boehmer said.  "His expertise and counsel have been critical during my tenure.  His leadership has helped transform the organization to one that is both data driven and customer focused.  This is the first time that FVAP will be led by someone who has such a wealth of local election administration expertise as well as his proven record of performance at the Department of Defense."

Mr. Beirne joined FVAP in 2010 and has served in various capacities spanning the organization, including Director of Voting Assistance and Deputy Director of Technology Programs.  Mr. Beirne brings more than 17 years of election administration experience to FVAP having served as an election official directly involved in the conduct of federal, State and local elections in Florida and Texas, and as Executive Director of the Election Technology Council.

"Mr. Boehmer's leadership will continue to pay dividends for years to come.  Through his leadership, FVAP made great strides in improving the absentee voting process for military and overseas citizens and putting the needs of these voters first.  FVAP is committed to building upon this vision with an eye toward continuity and will look to leverage and enhance this momentum," incoming Acting Director David Beirne said.

Federal Voting Assistance Program
The Federal Voting Assistance Program (FVAP) is a Department of Defense (DoD) organization that works to ensure Service members, their eligible family members, and overseas citizens are aware of their right to vote and have the tools and resources to successfully do so - from anywhere in the world.

FVAP assists voters through partnerships with the Military Services, Department of State, Department of Justice, and election officials from 50 States, U.S. territories and the District of Columbia. State and local governments administer U.S. elections, including those for federal offices. FVAP supports State and local election officials by providing absentee voting information, materials, training and guidance.
