Alabama to Conduct Pilot Project for Overseas Voters

You are receiving this message as part of FVAP's mission to provide citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act with up-to-date information about their State absentee voting process.

The State of Alabama, in cooperation with the City of Montgomery, will conduct a pilot project during the August 25, 2015, municipal election allowing overseas voters to receive and return their absentee ballot electronically.

The pilot system will provide Montgomery municipal voters who are living overseas an opportunity to have instantaneous participation and access to the voting process as established by Alabama law.  Voters in the August election will be able to choose between the electronic option or traditional mail for receiving and returning their absentee ballot.

To participate in the City of Montgomery's municipal election by electronic ballot, voters from the City of Montgomery who are residing overseas must complete a Federal Post Card Application (FPCA) and mail it to:  Absentee Election Manager, City of Montgomery, P.O. Box 1111, Montgomery, Alabama 36101-1111.

When completing the FPCA, the overseas voter should designate in box 6 that "email/online" is the preferred method for receiving the ballot.  The overseas voter should also complete box 8 with his or her overseas address as evidence that he or she is residing outside the territorial limits of the United States and the District of Columbia.

The Alabama pilot project is a step toward planning full implementation of the electronic balloting system for all of Alabama's military and civilian voters who are outside the territorial limits of the United States.
