These are not mailing deadlines. Please mail your voting materials early enough to account for mail delivery times. Check the recommended mailing dates section in Chapter 1 for details.

Important information

How can I register to vote as a military or overseas voter?

Fill out and return the Federal Post Card Application (FPCA) to your local election office. This form can be used to register and identifies you as a voter covered by UOCAVA (Federal law providing special protections). The Federal Write-In Absentee Ballot (FWAB) can also be used for registration and voting, but if you use the FWAB for registration, ballots will not be sent for any future elections.

Applicants with a Virginia DMV Driver's License or ID card are encouraged to visit www.vote.virginia.gov for the new Virginia Department of Elections Online Registration Citizens Portal where you can register to vote, fill out an FPCA or update your information.

What is my voting residence?

The address where you (or a parent) were last registered to vote or eligible to register to vote in the U.S. For military voters, your legal residence. For overseas citizens, your last legal residence in the U.S. For details, please see www.sbe.virginia.gov.

Do I need to claim a political party to vote in primary elections?

Yes.

How can I submit my FPCA?

By mail, email or fax. You may also be eligible to apply and vote absentee in-person (for example, before you are deployed).

How often must I submit my FPCA?

The FPCA is good for one full calendar year after the year you apply. You should submit a new one every time your address changes or every year.

If I am currently registered to vote, how may I request an absentee ballot?

The FPCA is the best way for a UOCAVA voter to request a ballot. You can also use the Virginia Absentee Ballot Application to request ballots for one election only. You can also contact visit your local registrar website or contact their office using the information at the end of this guide.

How can I return my voted ballot or Federal Write-In Ballot (FWAB)?

By mail or commercial delivery, and it must be signed by a witness.

What must I do to use the FWAB and can I use the FWAB to vote in State and local elections?

The FWAB can be used at any time without having previously registered to vote or requesting an absentee ballot in any election in which you are eligible. However, if you are using the FWAB to register it must be received by the registration deadline and Virginia recommends a new FPCA be submitted to request ballots for future elections.

I am an American citizen, but I have never lived in the U.S., can I register to vote in this State?

Yes, if Virginia is the residence of your parent or legal guardian currently or immediately before moving outside the United States. However, your eligibility to vote may be restricted to Federal elections, please contact your local registrar for additional information.

Will I need a notary or witness for my FPCA or FWAB?

The FPCA only requires a witness if you are unable to sign the application due to physical disability. The FWAB must be witnessed by one adult (age 18 or older).

Where can I find information about the candidates and/or other items that will be on my ballot?

You can access information through the Virginia Department of Elections website https://www.voterinfo.sbe.virginia.gov/PublicSite/Public/FT2/PublicElections.aspx . You can also contact the general registrar for your locality using the list at the end of this guide. Please email for the quickest response.

Registering and requesting your absentee ballot

The Federal Post Card Application (FPCA) registers you to vote and requests absentee ballots through the calendar year following the year the application is submitted.

Complete the following blocks of the FPCA

Block 1

Select the category that describes you.

Block 2

To vote in primary elections, you must enter your political party preference. If you want to change your political party preference, submit a completed FPCA indicating your new party preference to the local election official no later than the registration deadline for the primary election.

Block 3

Name (Last, First, Middle).

Block 4

Date of birth.

Your full Social Security number is required for registration. If you do not have a Social Security number, write "none." Virginia will assign a number that will serve to identify you for voting purposes only.

Block 5

Provide your contact information to allow your local election official to follow up if more information is required.

Block 6

Virginia allows Uniformed Service members and their eligible family members, as well as overseas citizens, to receive their ballot by mail, email, or fax. Please rank your preference of how you would like to receive your absentee ballot. Provide your email address or fax number in Block 5. If you do not make a selection, then your local election official will mail your ballot to you. More transmission options may be available. Check FVAP.gov for updates.

Block 7

Complete street address of your Virginia voting residence. A post office box is not sufficient. If your address includes a rural route, describe its location in Block 9. This address must be within the city or county where you claim legal voting residence.

Block 8

Complete current military or overseas mailing address where you want your ballot sent, usually where you live now. A ballot cannot be sent in care of another person. If needed, please use Block 9 to provide a different address to receive your ballot.

Block 9

You must provide your complete address where you last registered to vote if applicable.

Uniformed Service members and their families must provide the branch of service of the member.

Overseas citizens, who are employed overseas (accompanying eligible family members) should provide the name and address of their employer (if applicable). Virginia registrants employed overseas may be eligible to vote in State and local elections. Enter the last day of residency at your Virginia voting residence address only if you have given up that address permanently or have no intent to return.

Provide any information that may assist the local election official in accepting this application.

Affirmation

Sign and date. No witness required on the FPCA except when you are unable to sign the application due to a physical disability.

How and where to submit your FPCA

Virginia allows you to submit the FPCA by mail, email or fax.

You may also be eligible to apply and vote absentee in-person, for example, before you are deployed.

If you choose to mail your FPCA, mail the form directly to your local election office. Addresses can be found at the end of this section.

If you choose to email your FPCA, you should send the form as a signed, scanned attachment. Email directly to your local election office. Email addresses can be found at www.sbe.virginia.gov.

If you choose to fax your FPCA, fax the form directly to your local election official. Fax numbers can be found at www.sbe.virginia.gov. You may also use the DoD Electronic Transmission Service to fax your FPCA toll-free. To use the Electronic Transmission Service, use the cover sheet available in Chapter 1 or at FVAP.gov, and fax to: (703) 693-5527, DSN 223-5527, or toll-free from the U.S., Canada, Guam, Puerto Rico, and the Virgin Islands to 1-800-368-8683. International toll-free numbers can be found on the inside back cover or at FVAP.gov. If legible, Virginia does not require mailing the signed FPCA that is faxed or emailed as a scanned attachment.

To find out the status of your registration/absentee ballot request, contact your local election office or refer to Virginia's voter registration verification website at www.sbe.virginia.gov or call the Virginia Department of Elections at 1-800-552-9745. Your jurisdiction will contact you if your application is denied.

Late registration

Uniformed Service members and their eligible family members may register in person up to and including Election Day if they have returned to their Virginia voting residence within 28 days before the election, or they were discharged within 60 days before the election.

Overseas citizens can also register in person up to and including Election Day if they have returned to their Virginia voting residence within 28 days before the election.

Voting by citizens who have never lived in the U.S.

A U.S. citizen who was born abroad and who is eligible to vote and who has never lived in the U.S. may register and vote in the city or county where a parent would be eligible to register and vote.

Voting your ballot

Voted ballots must be received by the local election office by close of polls on Election Day.

Voted ballots must be returned by mail.

The oath on the voted ballot's return envelope must be witnessed by an adult age 18 or older.

Voted ballots may be returned by mail or commercial delivery service, but may not be delivered by a personal courier service or another individual. Virginia does not allow voted ballots to be returned by fax or email.

Overseas Uniformed Service members should request to have the Prepaid Mail Label 11-DOD applied to their ballot materials at Military Postal Office locations (APO/FPO). This label provides free express mail service to your local election official for voted ballots mailed on or before the general election date. You retain a portion of the label for tracking your ballot through the U.S. Postal Service.

Haven't received your ballot? Use the Federal Write-In Absentee Ballot

Virginia allows you to use the Federal Write-In Absentee Ballot (FWAB) for registration and voting in any election in which you are eligible to vote. You may use the FWAB to vote a back-up ballot before an election. Submit a new FPCA if you want to register and request ballots for future elections. Please contact the Virginia Department of Elections if you are unable to obtain a ballot from your locality in time.

Sign and date in the presence of one witness (age 18 or older).

Vote your FWAB

Vote in any election in which you are eligible. Citizens residing overseas indefinitely may only be eligible to vote for Federal offices. Virginia prohibits under felony penalty illegally voting in any election in which you know you are not eligible. Please contact the Virginia Department of Elections or your local general registrar's office in Virginia if you have any questions about the elections in which you are eligible to vote in Virginia.

For each office in which you vote, write in either a candidate's name or political party designation. For each issue on which you vote, identify the issue and write either "yes" or "no." To find out the offices and issues in your locality, go to www.sbe.virginia.gov.

Once the ballot is complete, fold and place it in the security envelope and seal. Place only the voted ballot in the security envelope and do not write on the security envelope.

How and where to submit your FWAB

If you are using your FWAB for registration, it must be received by the local election office by the applicable registration deadline. For overseas citizens, the deadline is 22 days before most elections. Absent military voters and their eligible family members can register late through Election Day. If you are already registered, your FWAB must be received by the local election office by the ballot return deadline (close of polls on Election Day). If you receive your State ballot after submitting the voted FWAB, please also vote and return the State ballot. If both ballots are received by the deadline, only the State ballot will be counted.

Insert the sealed security envelope and the Voter's Declaration/Affirmation into the mailing envelope and mail your FWAB directly to your local election official. Please remember your ballot will not count unless your Voter's Declaration/Affirmation is signed by both you and your witness. Virginia does not allow voted FWABs to be returned by fax or email.
