Important information

How can I register to vote as a military or overseas voter?

Fill out and return the Federal Post Card Application (FPCA) to your county election office. This form allows election officials to identify you as a voter covered by UOCAVA (Federal law providing special protections).

What is my voting residence?

The place you consider your true, fixed and permanent home.

Do I need to claim a political party to vote in primary elections?

Yes.

How can I submit my FPCA?

You may mail, email or fax your FPCA directly to your local election official. When emailing your application, both a digital (e.g. a photograph) and scanned image of the application are acceptable.

How often must I submit my FPCA?

In Indiana, the FPCA is good for all elections held from the date approved through the end of the calendar year. You should submit a new FPCA every time your address changes or every year.

If I am currently registered to vote, how may I request an absentee ballot?

By completing and sending an absentee application (Form ABS-15) or FPCA by mail, email, or fax to your county election official. The ABS-15 application form can be found at www.indianavoters.com. You can transmit your absentee ballot application by using an email with a digital image of the application (a cell phone photograph, for example), attached. A scanned image of the application is no longer required.

How can I return my votedballot or Federal Write-In Absentee Ballot (FWAB)?

By mail, email, or fax.

When emailing your voted ballot or FWAB, either a digital image (such as a cell phone photograph) or a scanned image of your voted ballot and signed ballot cover sheet are acceptable.

What must I do to use the FWAB and can I use the FWAB to vote in State and local elections?

To use a FWAB you must be registered to vote and have requested your absentee ballot. If you do not receive a ballot, you can submit a FWAB by mail, email or fax to the appropriate county election official. You may use the FWAB to vote in Federal, State and local elections.

I am an American citizen, but I have never lived in the U.S., can I register to vote in this State?

No.

Will I need a notary or witness for my FPCA or FWAB?

No.

Where can I find information about the candidates and/or other items that will be on my ballot?

You can determine the candidates and text of public questions on the ballot in your home precinct on www.indianavoters.com. Click on the link â??Review Candidates on My Ballot.â? You can then enter information from your voter registration record, or about your precinct to generate your customized sample ballot.

Registering and requesting your absentee ballot

The Federal Post Card Application (FPCA) registers you to vote and requests absentee ballots for all regularly scheduled Federal elections conducted until December 31 following the date of the receipt of the application.

Complete the following blocks of the FPCA

Block 1

Select the category that describes you.

Block 2

To vote in primary elections, you must enter your political party affiliation. If you want to change your political party affiliation, submit a completed FPCA indicating your new party preference to the local election official no later than 45 days prior to the election. Political party affiliation is not required if only requesting absentee ballots for a general election or a public question only ballot held at the same time as a primary election.

Block 3

Name (Last, First, Middle).

Block 4

Date of birth is required.

Sex is not required.

Race is not required, but you must provide your date of birth.

Your valid Indiana Driver's License number is required. If you do not possess an Indiana Driver's License, provide the last four digits of your Social Security number. If you do not possess either of these identification numbers, the State shall assign a number that will serve to identify you for voter registration purposes.

Block 5

Recommended but not required. Provide your contact information to allow your county election official to follow up if more information is required. You must provide an email address to vote by email.

Block 6

Indiana allows you to receive your ballot by mail, email or fax. Please rank your preference of how you would like to receive your absentee ballot. Provide your email address or fax number in Block 5. If you do not make a selection, then your county election official will mail your ballot to you.

Block 7

Complete street address of your Indiana voting residence. A post office box is not sufficient. If your address includes a rural route, describe its location in Block 9. This address must be within the county where you claim legal voting residence.

If you reside outside the U.S. but intend to return provide the address where you were domiciled before leaving Indiana as your address for voting purposes.

If you reside outside the U.S. and your plans to return are unknown, provide the address of your county voter registration office as your address for voting purposes. Addresses can be
found at the end of this section.

Block 8

Complete address where you want your ballot sent, usually where you receive your mail now.

Block 9

Provide any additional information that may assist the county election official in accepting this application.

Affirmation

Sign and date. No witness or notary required.

How and where to submit your FPCA

Indiana allows you to submit the FPCA by mail, email or fax.

If you choose to mail your FPCA, mail the form directly to your county election office. Addresses can be found at the end of this section.

If you choose to email your FPCA, you should send the form as a signed, digital image attached to the email. Email directly to your county election office. Email addresses can be found at the end of this section or at www.in.gov/sos/elections.

To find out the status of your registration/absentee ballot request, contact your county election office or refer to Indiana's voter registration website at http://www.indianavoters.com.

Your county will contact you regarding the status of your application.

If you choose to fax your FPCA, fax the form directly to your county election official. Fax numbers can be found at the end of this section or at www.in.gov/sos/elections. You may use the DoD Electronic Transmission Service to fax your FPCA toll-free. To
use the Electronic Transmission Service, use the cover sheet available in Chapter 1 or at FVAP.gov, and fax to: (703) 693-5527, DSN 223-5527, or toll-free from the U.S., Canada, Guam, Puerto Rico, and the Virgin Islands to 1-800-368-8683. International toll-free fax numbers can be found on the inside back cover or at FVAP.gov.

Late registration

Uniformed Service members and their eligible family members may register after the registration deadline if their registration is received not later than 10 days before the election. After 10 days before the election, members and their families may still register up until noon on Election Day if the voter was absent from Indiana before the registration deadline, returns to Indiana after the registration deadline, and shows the county election office a discharge or a government movement order dated on or after the beginning of the last registration period.

Voting your ballot

Voted ballots mailed from within the U.S. must bereceived by the county election official before the close of polls on Election Day.

Voted ballots mailed from outside the U.S. must be postmarked no later than Election Day and received by the county election official no later than noon 10 days after the election.

No witness or notary is required on voted ballots.

Voted ballots may be returned by mail, email or fax. If you received your ballot by mail, return it by mail, if possible. If doing so is not possible, you may return it by email or fax by following the instructions mailed with your ballot.

To email your voted ballot, you may return it directly to your county election office or you may send it as an attachment to the DoD Electronic Transmission Service at: ets@fvap.gov with instructions to forward the email to your county election office.

To fax your voted ballot use FPCA fax instructions under "How and Where to Submit Your FPCA."

Overseas Uniformed Service members should request to have the Prepaid Mail Label 11-DOD applied to their ballot materials at Military Postal Office locations (APO/FPO). This label provides free express mail service to your local election official for voted ballots mailed on or before the general election date. You retain a portion of the label for tracking your ballot through the U.S. Postal Service.

You may track the status of your ballot at https://indianavoters.com and click link for "Track my Absentee Ballot."

Haven't received your ballot? Use the Federal Write-In Absentee Ballot

Indiana allows you to use the Federal Write-In Absentee Ballot (FWAB) for voting in any Federal, State and local election. If you are registered and have requested your absentee ballot, feel free to use the FWAB to vote any time before an election.

Complete the following blocks of the FWAB's voter declaration/affirmation

Block 1

Indiana does not allow you to use this form for registration or ballot request. Do not check the registration box.

Block 2

Select the category that describes you.

Block 3

Name (Last, First, Middle).

Block 4

Vote your FWAB

To find the races and candidates for which you can vote, go to http://www.indianavoters.com. For each office for which you vote, write in either a candidate's name or a political party designation. Once the ballot is complete, fold and place it in the security envelope and seal. Place only the voted ballot (and not the Voter's Declaration/Affirmation) in the security envelope and do not write on the security envelope.

How and where to submit your FWAB

The deadlines for submitting the FWAB are the same as for State absentee ballots. If you receive the State ballot after submitting the voted FWAB, you may also vote and return the State ballot. If both ballots are received by the deadline, only the State ballot will be counted.

Indiana allows you to submit the FWAB by mail, email or fax.

If you choose to mail your FWAB, the deadlines for mailing the FWAB are the same as for State absentee ballots. Insert the sealed security envelope and the signed Voter's Declaration/Affirmation into the mailing envelope and mail the ballot directly to your county election office. Addresses can be found below or online at www.indianavoters.com and click on "Contact My County Election Office."

If you choose to email your FWAB, you should send the ballot as a signed, digital image attached to the email. Include ballot and signed voter affirmation.
