VAO Training

The Federal Voting Assistance Program (FVAP) offers workshops for two different groups, one for Voting Assistance Officers (VAOs) in the Department of Defense, and another for VAOs in the Department of State. The training covers VAO responsibilities, describes the absentee voting process, and the resources available to conduct a successful voting assistance program. The training explains how to complete the Federal Post Card Application (FPCA) and the Federal Write-In Absentee Ballot (FWAB).

DoD Instruction 1000.04 requires all VAOs to complete either a FVAP/Service-provided workshop or the online training available below. Upon completion VAOs will receive a certificate of completion that should be placed in their VAO continuity folder.

In-Person Workshops

FVAP workshops are held at military installations and U.S. embassies and consulates worldwide. The 2014 training cycle has concluded. Check back in fall 2015 for the 2016 workshop schedule.

Training Modules

To help you perform your duties as a VAO, FVAP provides training workshops for VAOs worldwide, and online training for installation voter assistance office personnel, per DoDI 1000.04 Enclosure 4. Additional training is required for individuals working in an IVA Office and military recruiters.
