Installation Voter Assistance Office Training
The Federal Voting Assistance Program (FVAP) offers online training for individuals who will be involved in establishing or staffing the installation voter assistance offices required by the Military and Overseas Voter Empowerment (MOVE) Act of 2009.
The training covers the establishment and responsibilities of the installation voter assistance office, including how to complete and to submit the National Mail Voter Registration Form used by domestic civilians to register to vote and update voter registration information. Training materials include a training brief with information on the responsibilities of the installation voter assistance office, and a handbook that includes Job Aids, FAQs, and checklists for the establishment and operations of the office.
Directive-Type Memo 10-021 requires all individuals who will be staffing the installation voter assistance office to complete the online training available below.

Webinar Workshops
Webinar workshops are available at different times to accommodate all time zones. The 2012-2013 training cycle is now complete. Courses can be scheduled ad-hoc by request.
Learning Management System Modules
FVAP has created a Voting Assistance Officer course that allows you to obtain your certification at your own pace. Courses are hosted by FVAP and each Service Learning Management System. If your Service’s LMS is not currently listed, please follow the first link to the FVAP hosted course.
Air Force: Available via the Air Force Learning Management System (HRADLS), https://golearn.csd.disa.mil/kc/login/login.asp. Log in with your CAC and select the "ADLS Gateway" link, Select the "HR" (Personnel Badge) at top right of page and click "Course List". Select "Federal Voting Assistance Program" link ("+" sign). There are two courses listed there. The basic Voting Assistance Officer (IVAO/UVAO) training is titled, "Voting Assistance Officer" and for IVAOs, alternate IVAOs, Core UVAOs and others working in the IVA Office, there is the "IVA Office Training" course.
Army: Available via Army Knowledge Online (AKO), www.us.army.mil. Click on the ALMS Training tab and search “Installation Voter Assistance Office Training”. After you register, you will receive an email and then will be able to log into the training.
Marine Corps: Available via MarineNet, https://www.marinenet.usmc.mil/. The course is listed as Installation Voting Assistance Office (MRP4IVAO1) and can be found by entering “Voting” in the search bar.
Navy: Available via Navy Knowledge Online (NKO), www.nko.navy.mil. Go to the Navy e-Learning link. On the left hand pane click 'Advanced Search' and enter the Catalog Code "CNIC-FVAP-IVAO-0001".
Self-Training Materials
Self-training materials include a training brief to review for critical information and a handbook that includes Job Aids, FAQs, and checklists for the establishment and operations of the installation voter assistance office. Materials are available in Adobe Acrobat and Microsoft PowerPoint 2003 formats. If you do not have PowerPoint, you can download the free viewer from Microsoft's website.
