Notarization/Witnessing Requirements

The following States have notary and/or witnessing requirements for the Federal Post Card Application: Puerto Rico and South Dakota.

The following States have notary and/or witnessing requirements for the the Federal Write-In Absentee Ballot (FWAB): Alabama, Alaska, Guam, Louisiana, Mississippi, North Carolina, Puerto Rico, South Carolina, Virginia and Wisconsin.

Under certain circumstances, Hawaii, Maine, New York and Tennessee require witnesses.

If you are using the FWAB, any required notary/witness must sign block 7 of the Voter's Declaration/Affirmation. All designated military Voting Assistance Officers and Embassy and Consular Officials can notarize absentee balloting materials free of charge.

Effective with the November 2, 2010 general election, notarization of election materials will no longer be required by any State. Only Guam and South Dakota have notary requirements for their 2010 primary elections. To learn more, please refer to the state's section in the Voting Assistance Guide.
