Per federal and Congressional mandate, FVAP provides reports on
effectiveness, activities, and various research initiatives. Depending on
the election year, reporting requirements may be combined into a larger, more comprehensive report.
FVAP works to ensure Uniformed Services personnel and overseas citizen voters know how to vote absentee, and have the tools and resources necessary to do so – from anywhere in the world. To do this, FVAP performs general research to identify and address barriers to voting and test the feasibility of technology solutions.
The GAO reviewed FVAP’s efforts and recommended improvements to its procedures and the guidance provided to the Services. In response to a congressional request, GAO analyzed FVAP’s performance measures, strategic plans, relevant DoD directives, budgets, and past audit reports.

Section 1566 of title 10, U.S.C., (10 U.S.C. § 1566 (c) (3), ) “Voting assistance; compliance assessments; assistance” requires the Department of Defense Inspector General to regularly assess voting assistance and provide reports to Congress.

Under the Help America Vote Act, the EAC is responsible for collecting
information about election administration issues and sharing that
information with Congress, election officials and the public. The research
section on EAC's website contains completed research and reports,
information about EAC research in progress, and additional elections
research issued by other organizations.
