2012 Post-Election Voting Survey
The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) requires FVAP to submit a report to Congress following each Presidential election on the effectiveness of our efforts. The report utilizes data collected from the Post-Election Voting Surveys that FVAP conducts in coordination with the Defense Manpower Data Center (DMDC). These surveys are conducted: (1) to determine participation in the electoral process by UOCAVA citizens; (2) to assess the impact of FVAP's efforts to simplify and ease the process of voting absentee; (3) to evaluate other progress made to facilitate absentee voting participation; and (4) to identify any remaining obstacles to voting by these citizens.
If you are chosen to participate and complete the survey, FVAP appreciates your time and assistance with this effort. These surveys are not the same as the Election Day survey conducted by the Election Assistance Commission.
Unit Voting Assistance Officers (UVAO)
This survey was designed to capture the attitudes and behaviors of Armed Forces Unit Voting Assistance Officers (UVAOs). The population of interest consists of the UVAOs in the Department of Defense, Army, Navy, Marine Corps, and Air Force, as well as the Coast Guard from the Department of Homeland Security. According to Department of Defense Directive 1000.04, Section 5.2.1.4.2 each unit with 25 or more permanently assigned active members would designate a UVAO.
The objective of the 2012 Post-Election Survey of Unit Voting Assistance Officers is to:
- Assess the impact of resources provided by the UVAO;
- Assess the impact of the FVAP’s efforts to simplify and ease the process of voting absentee;
- Evaluate other progress made to facilitate voting participation; and
- Identify any remaining obstacles to voting by these citizens.

2012 Post-Election Voting Survey of Unit Voting Assistance Officers
Department of State (DOS) Voting Assistance Officers
This survey was designed to capture the attitudes and behaviors of Department of State Voting Assistance Officers assigned throughout the world. The 2012 survey will be a census of all the posts where Department of State’s Voting Assistance Officers are assigned to U.S. embassies and consulates. The FVAP office and DMDC, in coordination with the Department of State (DoS), conducts this survey. Without this survey, the Department of Defense would not be able to assess and improve resources for U. S. citizens residing, or temporarily overseas.
The objective of the 2012 Post-Election Survey of Department of State Voting Assistance Officers is to:
- Gauge the types and levels of assistance provided to uniformed services voters;
- Assess the need for additional training of voting assistance officers;
- Evaluate other progress made to facilitate voting participation; and
- Identify any remaining obstacles to voting by these citizens.

2012 Post-Election Voting Survey of Department of State Voting Assistance Officers
Active Duty Military Personnel
This survey was designed to capture the attitudes and behaviors of active duty military members throughout the world. The population of interest consists of active duty members, who are members of the Army, Navy, Marine Corps, Air Force, Coast Guard, and all Selected Reservists who were either activated or Active Guard Reserve members. In addition, members of the population must: (1) have at least 6 months of service at the time the questionnaire is first fielded, (2) be U.S. citizens, (3) be at least 18 years old, and (4) be below flag rank at survey fielding.
The objective of the 2012 Post-Election Survey of Active Duty Military is to:
- Gauge participation in the electoral process by active duty military;
- Assess the impact of the FVAP’s efforts to simplify and ease the process of voting absentee;
- Evaluate other progress made to facilitate voting participation by the uniformed military; and
- Identify any remaining obstacles to voting by these citizens.

2012 Post-Election Voting Survey of Active Duty Military
Active Duty Military Spouse
This survey was designed to capture the attitudes and behaviors of spouses of active duty military members throughout the world. The population of interest consists of the spouses of eligible active duty members (1) who are members of the Army, Navy, Marine Corps, Air Force, and Coast Guard (2) who have at least 6 months of service at the time the questionnaire is first fielded, (3) who are U.S. citizens that are at least 18 years old, and (4) who are below flag rank at the time the invitation to participate is mailed.
The objective of the 2012 Post-Election Survey of Active Duty Military Spouses is to:
- Gauge participation in the electoral process by spouses of uniformed military personnel;
- Future voting needs;
- Family voting patterns;
- Assess the impact of the FVAP’s efforts to simplify and ease the voting process;
- Evaluate other progress made to facilitate voting participation; and
- Identify any remaining obstacles to voting by these citizens.

2012 Post-Election Voting Survey of Active Duty Military Spouses
Local Election Officials
The 2012 Post-Election Voting Survey of Local Election Officials will be a multi-mode data collection effort of voting jurisdictions including the District of Columbia and United States territories. In each locale, either the State Election Official or the individual Local Election Officials will be contacted to provide the necessary information. FVAP coordinated with state election officials to make the final determination.
The information provided by the SEO/LEO will:
- Help identify areas where the absentee voting process can be improved for overseas citizens and military members; and
- Permit ongoing evaluations on whether the recent legislative changes have been successful in removing barriers to absentee voting.
To obtain these data, FVAP must collect current information to compare with the information collected following previous Presidential election cycle. FVAP is sharing the following documents to assist in state/local preparation of the data collection effort:
This booklet represents the questions FVAP will ask during the survey period after the 2012 General Election. We have also included supplemental information and FAQs to assist with completing the survey questions. The survey spreadsheet will contain a row for each election jurisdiction in the State and a column for each of the questions in the survey. We will need you to complete the spreadsheet based on the reported numbers from the individual election jurisdictions in your State and return it to us.
This web-based survey is designed to collect data from a sample of LocalElection Officials on their opinions/attitudes of FVAP products and services
and how best to improve the program to support the States in their voting
process.
