MN allows you to submit the FPCA after signing the affirmation if you do not have access to any requested documents or numbers.
Page 211, Block 2.g now reads: "You must provide your passport number, Minnesota driver's license number, state identification card number, or the last four digits of your social security number. If you do not have access to any of these documents or numbers, you may submit the form after signing the affirmation."

MN allows you to send in the FPCA for ballot request by fax or email and allows you to receive the blank ballot by fax or email.

Page 211/212, Section A for both Military and Overseas Citizens added highlighted words:
You should send an FPCA to your local election official early every year and whenever you change your fax number, mailing address, or email address, depending on your preference selected in Block 4c. (see Chapter Two).

MN allows use of a State Write-In Absentee Ballot for eligible voters who will be outside the territorial limits of the United States during the 180 days prior to the state general election.

Page 212, Create Section G for both Military and Overseas Citizens which is: Minnesota allows the use of a Write-In Absentee Ballot for eligible voters who will be outside the territorial limits of the United States during the 180 days prior to the state general election. After requesting an official absentee ballot, eligible voters who feel that there may not be sufficient time to receive and return the official ballot may use the Write-In Absentee Ballot. For federal offices, write in either a candidate name or political party. For state or local offices, write in a candidate name. If both the official ballot and the Write-In Absentee Ballot are returned prior to the close of the polls on Election Day, only the official ballot will be counted.

Page 211/212, Section E for both Military and Overseas Citizens has been changed as shown below:
The following may not vote: convicted felons whose felony sentence has not expired (been completed) or who have not been discharged from their sentence; civil rights have not been restored, persons under court-ordered guardianship in which the court order revoked the right to vote; or persons found by a court to be of the person without voting rights, or those declared legally incompetent tomay not vote.

Indiana

Absentee ballot return deadline for UOCAVA citizens outside the U.S. Replace the first paragraph in Sections II B. on page 135 and III B. on page 137 with the following:

Ballot Return Deadline:
For ballots mailed to voters within the U.S., the voted ballot must arrive at the local circuit court clerk in time for the clerk to deliver the ballot to the appropriate precinct election board (for counting) before the close of polls on election day. It is recommended that you return your voted ballot so that it arrives the Saturday before the election. For ballots mailed to voters outside the U.S., the voted ballot must be postmarked no later than election day and must arrive at the local circuit court clerk no later than noon 10 days after the election.

Pages 239-241: Change the term "absentee ballot" to "early voting ballot" in the body of the text only (titles and subtitles remain unchanged).

Page 239: Section I, Letter G, instructions for Block 5, change 2nd and 3rd sentence to:

In Nebraska, persons not choosing a party (non-partisan registrants) vote the non-partisan ballot and may also vote in the partisan primary for U.S. Congress and U.S. Senate. A non-partisan voter may select one recognized party ballot for these two offices.

Pages 239 and 241: Section II.A and III.A, 2nd, 3rd and 4th paragraphs: Delete "6:00 p.m."

Washington has expanded the use of the Federal Write-In Absentee Ballot (FWAB), SF 186. Washington also allows the FWAB Declaration/Affirmation to be used as an application for registration if the person is otherwise eligible to vote in Washington.

A parenthetical lists, as examples, Democrats and Republicans. Please be advised that the Green Party recently qualified as a recognized political party in Arkansas.
