The Federal Voting Assistance Program (FVAP) has worked with legal counsel to develop an interpretive memorandum (memo) of the Help America Vote Act (HAVA) implications to both Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) citizens as well as Local Election Officials.
