Alaska has expanded the use of the Federal Write-In Absentee Ballot (FWAB - SF 186). The FWAB may be used to vote in any election (primary, special, or general) for Federal offices only. Alaska also allows the FWAB Declaration/Affirmation to be used as an application for registration and request for a by-mail ballot if the person is otherwise eligible to vote in Alaska.

Completing the FWAB: Provide your name, Alaska residence address, mailing address, date of birth, and one additional identifier (Social Security Number or last 4 of SSN, Alaska driver's license Number or Alaska State ID Number.). Alaska law requires that you enter your party affiliation in Block 5 of the FWAB when voting in primary elections. Indicate in Block 6 the election(s) that you wish to participate. See information on Returning a Ballot (Section C above) prior to signing/sending the FWAB.

To register and request a ballot using the FWAB it must be sent to the Absentee Voting Office so that it arrives not later than 30 days before the election. Alaska also requires that you submit supporting documentation of your claim to Alaska residency.

If you are already registered, the FWAB containing your request for an absentee by-mail ballot must be received 10 days before election day.

If you are already registered and have already requested an absentee by mail ballot and have not received your by-mail ballot, the FWAB envelope must be postmarked on or before election day and returned by mail service equal to first class. FWABs mailed from outside the U.S. or from a military APO or FPO address must be received not later than 15 days after the election. FWABs mailed from other addresses must be received not later than 10 days after the election.

If you receive the regular ballot after returning the voted FWAB, you may also vote and return the regular ballot. If both ballots are received by the deadlines noted above, only the regular ballot will be counted.

South Carolina

South Carolina has expanded the use of the FWAB. The FWAB can now be used in any general, primary, or special election for Federal, state, and local offices. The FWAB can also be used as a registration and/or ballot request form.

Section E of II and III have been added and read: South Carolina has expanded the use of the Federal Write-In Absentee Ballot (FWAB), SF 186. South Carolina allows eligible voters to use the FWAB for all general, primary, and special elections for Federal, state and local offices.

South Carolina also allows the FWAB Declaration/Affirmation to be used as an application for registration and/or ballot request form if the person is otherwise eligible to vote in South Carolina. When using the FWAB Declaration/Affirmation as a voter registration application, the full social security number is required on the form.

If you receive the regular ballot after returning the FWAB, you may also vote and return the regular ballot. If both ballots are properly executed and received before the close of polls on election day, only the first ballot received will be counted.

For ballots mailed to voters within the U.S., the voted ballot must arrive at the local circuit court clerk in time for the clerk to deliver the ballot to the appropriate precinct election board (for counting) before the close of polls on election day.
